ob-da <br /> 2 .0 COUNTY-WIDE PLAN <br /> 2.1 PURPOSE <br /> The primary requirement for effective planning is the availability <br /> and adequacy of data and information about existing patterns and <br /> trends in the planning environment. This necessitates the <br /> examination of demographic, economic, physical, environmental and <br /> existing land use features in the County. The value of this basic <br /> information and data cannot be overestimated. it provides the <br /> framework for determining the magnitude, type and direction of <br /> future development, both expected and desired, in Orange County. <br /> The County-Wide Profile contains information and data specific to <br /> certain aspects of Orange County. The Natural Environment sections <br /> addresses environmental features and constrains to development. The <br /> Existing Land Use and Infrastructure section provides general <br /> information on the County and its township components. The Water <br /> Resources and Agriculture sections address two major planning issues <br /> in the County and are summaries of the Water Resources and <br /> Agricultural Task Force Reports. The Transportation section gives <br /> an overview of the interrelatedness of the Transportation Element <br /> and Land Use Element of the Comprehensive Plan. The Energy section <br /> describes energy use trends in Orange County, while the Population <br /> and Employment sections profile the economic and demographic <br /> characteristics, trends and projections for the County and <br /> constitute the single most important data base for the Land Use Plan <br /> and the planning process. <br />
