adoption of a county-wide land use plan. <br /> Between January, 1979 and February, 1981, each of the Advisory Councils <br /> held regular meetings staffed by the Planning Department. Over 75 such <br /> meetings were held. The Council members discussed planning issues and, <br /> out of the issues defined, seventeen goals were eventually drafted. <br /> These goals were reviewed by the Planning Board and adopted by the <br /> Boatd of Commissioners in February, 1980. <br /> During this same time, the Planning Department developed base maps and <br /> carried out the necessary technical studies on population, existing <br /> land use and natural conditions among other planning elements. The <br /> Advisory Councils developed preliminary or sketch land use plans for <br /> their individual townships based on their own knowledge of their <br /> Townships and the information that the planning staff had gathered. <br /> These plans were reviewed by the Planning Board and Joint Public <br /> Meeting of the Planning Board and Joint Public Meeting of the Planing <br /> Board and Board of Commissioners was held in August, 1979 to receive <br /> public input on these plans. After the Joint Public Meeting the <br /> Advisory Councils worked at further refining the individual township <br /> plans. This work was completed in February, 1981, at which time the <br /> Planning Board began review of the Plan. The Board of Commissioners <br /> also held several work sessions at which planning staff explained the <br /> details of the Plan. <br /> Throughout this process two areas of land use planning were of special <br /> concern to the Board of Commissioners: agricultural preservation and <br /> water resources protection. In 1979 the Commissioners created two task <br /> forces composed of people from across the County with expertise or <br /> special interest in these areas to study the issues involved and report <br /> to the Board on their finding and recommendations. The results of <br /> their work was to feed into the Land Use Plan as supporting <br /> information. <br /> The Water Resources Task Force and the Agricultural Task Force met for <br /> two years following their appointment by the Board of Commissioners in <br /> 1979. Their efforts + resulted in two task force reports: The Water <br /> Resource Task Force Report, completed in May, 1981, and To Preserve Our <br /> Farms: Final Report of the Orange County Agricultural Task Force, <br /> completed in June, 1981. The Board of Commissioners adopted the <br /> Agricultural Task Force Final Report on September 15, 1981 and directed <br /> that it be used as the "framework" for the implementation activities of <br /> the Advisory Board referred to in the Report. <br /> During the same period of time when the Task Forces' were completing <br /> their reports, the work on the Land Use Plan was also in its final <br /> stages. The Proposed Land Use Plan for Orange County was completed in <br /> May, 1981. Joint Public Hearings on the Proposed Land Use Plan were <br /> held by the Board of Commissioners and the Planning Board on June 4 and <br /> July 7, 1982. At that hearing public input was also received on the <br /> proposed Zoning Ordinance to be enforced in Chapel Hill, Bingham, <br /> Hillsborough, and Eno Townships. <br /> The Planning Board recommended adoption of the Proposed Land Use Plan <br />
