Overview Statement <br /> The wastewater system operation and maintenance program described <br /> above for the McLennan's Farm Subdivision meets all of the commit- <br /> ments presented in the Engineer's Facility Planning Report dated <br /> October, 1987. <br /> Undet this program, the Homeowners Association can be assured of the <br /> long-term ownership of wastewater facility assets (land). The County <br /> is assured that the operations and management of the wastewater faci- <br /> lities is being carried out by competently-trained personnel, under <br /> the control of the N.C. Utilities Commission and exclusive of inter- <br /> ferences by the Homeowners Association. <br /> Under this program of operation, the developer does not have to give <br /> up the future development rights to the wastewater drainfield site, <br /> in the event that OWASA may some day extend sewer to the area. The <br /> Homeowners Association is provided with a regulated operations and <br /> management service contractor which is not subject to the Associa- <br /> tion's political control.
