• <br /> 4P <br /> a Use of the Capital Improvements Fee <br /> The utility operator would have authority to use funds from the Capi- <br /> tal Improvements Fund to make all necessary repairs to those portions <br /> of the wastewater system within the commonly owned and leased areas. <br /> Improvements to individual lot owner facilities would be made by the <br /> utility and paid directly by the private homeowner. <br /> All administrative and maintenance control over the utility operator would <br /> be exercised by the Utilities Commission at the request of the State, <br /> County, Town or Commission itself.
