The site is further identified as lots <br /> 13B and 13C of Chapel Hill Township, Tax Map 3. The <br /> two lots have an aggregate acreage of 21.58 acres. <br /> Neither of the lots have access to a public road, and <br /> the smaller of the two (lot 13B) comprises 1.58 acres <br /> of land completely surrounded by a larger tract in <br /> different ownership. <br /> This area is currently zoned R-1 Residential and is <br /> designated as Rural Residential on the Land Use <br /> Element of the Comprehensive Plan. The proposed <br /> amendment to the plan would reclassify these sites to <br /> the 10-Year Transition plan category. This amendment <br /> would apply to the Chapel Hill Township component of <br /> the Plan. <br /> The applicant and property owner, Philip Scott, <br /> has requested that his property be redesignated to Ten <br /> Year Transition, the category currently proposed for <br /> the adjacent 575 acres owned by University Station <br /> Associates (LUP-3-89) . <br /> Mr. Scott submitted a letter to the Board of <br /> Commissioners at the February 27, 1989 public hearing <br /> which requested that his land be included as part of <br />
