3 <br /> Under the EMC ' s ruling, Mclennan' s Farm cannot presently obtain <br /> a state wastewater permit . <br /> In addition to recommending against Orange County issuing a <br /> Special Use Permit , I would like to comment briefly on several <br /> related policy issues , and commend them to your attention. <br /> • <br /> First is the need for local boards to incorporate the <br /> University Lake watershed recommendations into their policies <br /> and programs . I plan to recommend that OWASA' s Board of <br /> Directors adopt the CDM report as the guide for our staff to <br /> use for determining development impacts in University Lake <br /> watershed and the basis of recommendations for stormwater and <br /> wastewater management relating to that development . Hopefully, <br /> the governmental jurisdictions will soon evaluate , negotiate , <br /> and incorporate the critical elements of the Camp Dresser & <br /> McKee recommendations into plans •and policies of Carrboro, <br /> • <br /> Orange , and Chatham County. <br /> It is disturbing to me that the only reason Mclennan' s Farm <br /> has come up for public review is the County 's requirement for <br /> a Special Use Permit triggered by the proposed community <br /> wastewater system. How many other projects have been approved, <br /> or are proceeding, after only administrative review by County <br /> staff? I recommend on an interim basis that both the Orange <br /> County Planning Board and Board of Commissioners review and <br /> comment on all new development proposed for the University Lake <br /> watershed that doesn' t meet the Camp Dresser & McKee <br /> recommendations for density, impervious coverage , wastewater <br /> disposal , and stormwater management ; and, give OWASA the <br /> opportunity to comment on all development in the University <br /> Lake watershed. <br /> The need to move forward with more protective measures in <br /> University Lake watershed is critical because certain levels <br /> of development can do irreversible damage to the lake ' s water <br /> quality. One of our main purposes for conducting the CDM study <br /> was to determine the types and threshold levels of new <br /> 1 development that the watershed can accommodate with the least <br /> amount of water quality damage . <br /> Those recommendations are now before you. The challenge to <br /> all of us is to use that technical information wisely and <br /> fairly. <br /> Until then, we urge you to deny the Special Use Permit to <br /> McLennan' s Farm; and, to please keep us advised of University <br /> Lake watershed development that doesn' t comply with the CDM <br /> recommendations . <br /> CESSEMSNISZCIIIIMEtamoons <br />
