Peck <br /> Chairman, Board of Directors <br /> Orange Water and Sewer Authority • <br /> • <br /> Good evening. My name is Bob Peck. I 'm the Chairman of the <br /> OWASA Board. <br /> You have already received our staff comments on the McLennan' s <br /> Farm project in a May 3 letter from Ed Holland to Marvin <br /> Collins. This letter was discussed by the OWASA Board, meeting <br /> as a Committee of the Whole on May 10 . Although no votes are <br /> taken at Committee of the Whole meetings, it appeared to have <br /> the unanimous support of the Board members present . I request <br /> that this letter be entered into the record of this public <br /> hearing. <br /> I recommend the Board of Commissioners deny the Special Use <br /> Permit application for McLennan''s Farm based on findings that <br /> the project will not promote the public health, safety and <br /> general welfare if located in the University Lake watershed, <br /> and if developed and operated according to the plan as <br /> submitted. <br /> Support for this recommendation is found in three recent <br /> reports which provide substantially more technical information <br /> • and policy consensus than was available when the project was <br /> first proposed. These are the County' s August 1988 Hazen & <br /> Sawyer report on alternative wastewater systems in Orange <br /> County; the County' s recently adopted Water and Sewer Policy; <br /> and , OWASA' s March 1989 report by Camp Dresser & McKee on <br /> University Lake watershed protection. <br /> The Hazen & Sawyer report documents the problems with community <br /> wastewater systems . They are, to a large extent , considered <br /> innovative and unproven . under the best conditions . Under <br /> operating conditions described in the Hazen & Sawyer report - <br /> namely, a consistent lack of qualified supervision and <br /> monitoring - they constitute a serious hazard in a small <br /> watershed. The Camp Dresser & McKee report specifically <br /> recommends against locating such systems in environmentally <br /> sensitive water supply watersheds like University Lake . <br />
