Three spoke <br /> in favor, five were opposed and three expressed <br /> serious concerns but no outright opposition. <br /> The Planning Staff recommends approval of the <br /> proposed amendment. <br /> Best asked if there is a formula by which to <br /> expand transition areas. Collins responded that <br /> the only formula is the application of the 10- <br /> . Year Transition category. Staff addressed the <br /> criteria in its analysis presented at public <br /> hearing. He noted that 7 of the criteria were <br /> satisfied, 3 borderline and only 1 questionable. <br /> He noted that there are few if any requests that <br /> meet all of the criteria. Best continued asking <br /> if there is more transition area available within <br /> the county and Collins responded yes, giving <br /> those areas that are vacant. He noted that the <br /> point was made at public hearing that one of the <br /> reasons Staff felt this should be included in the <br /> transition area was an initial effort to derive <br /> some consistency with the 20-Year sewer service <br /> areas with the Town of Hillsborough and the <br /> County Transition Areas. <br /> Pilkey asked about the 20 and 50-year sewer <br /> service areas and Collins reviewed them on the <br /> map. <br /> Yuhasz asked Collins what kind of development <br /> • pattern could be expected if the request is <br /> granted and becomes a transition area. Collins <br /> responded he would expect to see more between <br /> this proposed development and the Town of <br /> Hillsborough since the infrastructure would be <br /> coming out to this development. He noted that <br /> this area is the easternmost extent of the 20- <br /> year service area and the Town and County are <br /> attempting to get utility providers to agree to <br /> those service areas. <br /> Jacobs asked about the pressure problems <br /> mentioned with the existing water lines. Collins <br /> responded that the water lines waorile: have to be <br /> upgraded by the developers. This would also <br /> benefit other residents in the Best expressed concern with the changing of the <br /> Land Use Plan so soon after the update in August <br /> 1988.
