• <br /> PAGE 11 <br /> j • <br /> 1 Mr. Collins agreed. Another change may occur when a water/sewer service area <br /> 2 with the various utility providers is established. There is a gap between what our <br /> 3 transition areas show and what the various utility providers indicate they would like <br /> 4 to see for their 20 year service areas. The point could be argued that the utility <br /> 5 ' providers should match up with the transition areas instead of the County extending <br /> 6 out to their proposed boundaries. At any time, an applicant may come into the office <br /> 7 ' and ask to have the Land Use Plan or the Comprehensive Plan amended. They may have <br /> 8 .- specific ideas in mind and things may have happened, like the adoption of the Master <br /> 5 Recreation and Parks Plan or.the issuance of a Natural Areas Inventory, and you begin <br /> 0 :..to see that perhaps an amendment like this may be okay. There are certain goals that <br /> 1 are Contained in the Comprehensive Plan that could be achieved if something like this - <br /> developed. What happens in the process is that all the work put into updating the . <br /> 3 . plan is wasted. As things change and new information is available it affects thinking <br /> 4 as well. <br /> 6 Commissioner Marshall indicated that she felt these wai not enough flexibility in <br /> 7 the Plan. The way the plan is proposed the people who have the resources to put <br /> 8 together a huge amount of acreage have an advantage. This then breaks down the <br /> 9 ' expectations that people have built up about the plan as well as the credibility of <br /> 0... the Board itself. Where water and sewer is available, development can be controlled <br /> 1 .. by way of the Land Use Plan. It is important to work out the meaning of integrity and <br /> 2.'• how to maintain it <br /> 3 - <br /> 4 Steve Yuhasz commented that he thought that to some extent the County failed to <br /> 6 Land Use anticipate properly the growth that will occur within Orange County at the time the <br /> Plan was: adopted:%.* This was pointed out at the time the Land Use Plan was <br /> '7: discussed. , Some of the, difficulrylin maintaining the integrity of the Land Use Plyn--.7 <br /> _V :.is`a result of adopting' i plan that is overly conservative initially. If a better job - <br /> 9 ? could be done in anticipating where the growth is going to occur and then include that <br /> in' a Land Use Plan,. the integrity would have a better chance of being maintained. • <br /> Chairman Carey pointed out that Collins mentioned changed circumstances in the . <br /> 3--" County rather than changed circumstances in that particular area and questioned the <br /> 4 .; intent of this statement. . • ' <br /> Collins . <br /> stated that there have been changing conditions in this area. This <br /> 7 . property has very little chance of continuing in its agricultural use. The property <br /> 8 does have some development limitations in terms of soils that are unsuited for septic <br /> 9 .. tanks. There is the presence of alluvial substandard soils in the flood plains and <br /> 0 along Stony Creek which limits the extent to which the property could be developed. <br /> 1 Collins stated he felt that sometimes too much emphasis is placed on whether or not <br /> conditions'have changed in a specific area, when sometimes there are larger issues to <br /> 3...nook at such as what is going on in the County as a whole which may justify a change. <br /> 4.2:1The Master Recreation and Parks Plan is a good example even though there is a specific <br /> site recommended here. The school and perhaps even the Environmental Impact Ordinance <br /> 6 that was discussed earlier would cause changing conditions. • • <br /> . - <br /> 8 Barry Jacobs asked if under the proposed Water and Sewer Policy an R-1 <br /> 9 development would be allowed in this area, and if a water line passed by it, would he <br /> 0 be allowed to take advantage of the opportunity to tap into that line. <br /> 1 <br /> 2 Collins answered that if there was a water and sewer line extended by this <br /> 3 . development to serve a public purpose, such as a school, or to an emergency situation, <br /> 4 . <br /> 5 <br /> 6 <br /> 7 <br /> 3 <br />
