2 <br /> This matter was presented at public hearing on <br /> February 27, 1989. Eleven citizens spoke in reference <br /> to the proposed amendment. Three spoke in favor of the <br /> amendment; five were opposed; and the remaining three <br /> expressed serious concerns, but no outright <br /> opposition. The attached minutes indicate specific <br /> citizen, concerns. <br /> On April 4, 1989, the Planning Board considered the <br /> proposed plan amendment, and recommended approval of <br /> the request by a 6-3 vote. Draft minutes of this <br /> meeting are also attached. <br /> RECOMMENDATION: The Administration recommends approval of the proposed <br /> amendment per the Planning Board recommendation. <br />
