3 Purpose of Notice This Notice is intended to meet two separate procedural requirements of 24 CFR Part 58: ( 1 ) To provide notice to the public that the County of Orange has determined that the request for release of funds for the above named project will not have a significant impact on the environment, ( 2) To provide notice to the public that the County of Orange is requesting the release of funds for the Rencher Street Improvement Area. Finding of No Significant Impact It has been determined that such request for release of funds will not constitute an action significantly affecting the quality of the human environment and accordingly the County ' of Orange has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PI, 91 -190) . The reasons for such decision not to prepare such Statement are as follows: 1 . The findings of the the Environmental Review indicate that the adverse impacts to human and natural environment are not significant and can be minimized by appropriate safeguards. 2. The proposed community revitalization project will improve the community conditions for the project area residents. 3. No negative comments were received from the statutory and related agencies. An Environmental Review Record respecting the within project has been made by the County of Orange which documents the environmental review of the project and more fully sets forth the reasons why such Statement is not required. This Environmental Review Record is on file at the above address and is available for public examination and copying upon request at Room A-25 between the hours of 8:00 a.m. and 5: 00 p.m. No further environmental review of such project is proposed to be conducted prior to the request for release of Federal funds.
