Hill - 968-4501 <br /> Mebane - 227-2031 <br /> Durham - 688-7331 <br /> PURPOSE: To authorize execution of the Environmental Review Record <br /> for the Rencher Street CDBG Program and authorize publica- <br /> tion of a Combined Notice to the Public of No Significant <br /> Impact on the Environment and Request for Release of Funds. <br /> BACKGROUND: The Department of Natural Resources and Community <br /> Development (NRCD) requires that an environmental <br /> assessment be conducted in each funded CDBG project area. <br /> This assessment is done to determine whether CDBG <br /> activities will have a significant environmental impact in <br /> the project area. It is also a condition which is attached <br /> to each grant award. An assessment was conducted of the <br /> Rencher Street Area which found that proposed CDBG <br /> activities would have no significant environmental impact <br /> on the community. The findings of this assessment is <br /> recorded in the attached Environmental Review Record (ERR) . <br /> This document must be approved by the Board and executed by <br /> the Chief Elected Official before submission to NRCD. <br /> Additionally, the County is required to advertise at least <br /> once in a newspaper of general circulation a Notice to the <br /> Public of No Significant Impact on the Environment . Since • <br /> the County found no significant impacts, the notice can <br /> also announce the County's intent to request a release of <br /> funds. The Combined Notice attached, in a format prescribed <br /> by NRCD will accomplish both of these tasks. Upon approval , <br /> this notice will be published May 18, 1989 in the Durham <br /> Morning Herald. The public would have a 15 day comment <br /> period and could also review the ERR. After the comment <br /> period has ended the County can make a formal request to <br /> NRCD for the release of funds. <br /> RECOMMENDATION(S) : <br /> 1 . Approve the ERR and authorize the Chair to sign the <br /> document on behalf of the Board. <br /> 2. Authorize the publication of the Combined Notice in <br /> the Durham Morning Herald on May 18, 1989 <br />
