Changes to the Countv Permitted Use Table to Permit P•reeding 1:ennels and <br /> Rehabilitation renters <br /> • <br /> Erplanation of Proposed Chang m This amendment would allow breeding kennels <br /> and wildlife rehabilitation centers as permitted uses in all zoned areas of the County <br /> where boarding kennels are now permitted. This is in response to a request by the <br /> Animal Protection Society and also to remove existing inconsistencies between the <br /> County's Zoning Ordinance which dOes not permit breeding kennels,and the County's <br /> Ar±nal Control Ordinance, which does issue breeding kennel permits. <br /> Town Comments: This proposed amendment seems appropriate and in keeping with <br /> the desire to preserve a rural environment in the Rural Buffer areas of the County. <br /> D. Changes to the County Permitted Use Table Dealing with Retail Trade Catrorie.s <br /> Explanation of Proposed Changes: The County seeks to combine two sections 01 its <br /> Permitted Use Table, dealing with retail trade, in order to reduce the number of <br /> pagesin the permitted use table. Right now there are two classes of retail trade <br /> establislithents -- Retail Trade of Convenience Goods and Retail Trade of Durable <br /> Goods. All of the subcategories of convenience goods.retail trade are permitted in <br /> the same districts as the same subcategories of durable goods retail trade, and the <br /> County sees this as needless duplication. The proposed amendment would combine <br /> retail trade of convenience and durable goods into one class instead of two. <br /> Town Comments: The Town of Carrboro generally supports these ordinance <br /> amendments, unless the County originally intended' that convenience goods and <br /> durable goods be classified separately for some reason that is not reported in the <br /> County's staff report, and still holds that original intent. The original intent will not <br /> be satisfied by combining The two classes of:use. <br /> - - <br /> 3.. Proposed Change to the County Su.bdivision Ordinance <br /> A. Dedication of Recreation Space and Pavment in Lieu <br /> Explanation-of Proposed Changes: The County proposee-to•make the dedication of <br /> recreation space, or payment-in-lieu thereof by new subdivisions a requirement <br /> everywhere in the County. It is riot a requirement now. As proposed, the County <br /> • - would reouire that recreation space be dedicated Where land that is called out on the <br /> • County's Land Use Plan as recreation or open space land is inclu.ded in a <br /> development, and paythent in lieu required where it is not <br /> • <br /> Town Comments: The Town of Carrboro generally supports this ordinance <br /> amendment. <br /> • <br /> 6 <br />
