3 <br /> PROPOSED ORDINANCE AMENDMENT <br /> ORDINANCE: ' ZONING ORDINANCE <br /> REFERENCE: ARTICLE 4.1 ESTABLISHMENT OF USE REGULATIONS <br /> ARTICLE 6.16 ADDITIONAL REQUIREMENTS FOR . <br /> CERTAIN PERMITTED USES <br /> ORIGIN OF AMENDMENT: Staff Planning Board <br /> BOCC Public <br /> x Other: Dept. of Public Works <br /> • STAFF PRIORITY RECOMMENDATION: x High Middle Low <br /> • Comment: <br /> EXPECTED PUBLIC HEARING DATE: February 27, 1989 <br /> PURPOSE OF AMENDMENT: <br /> To include solid waste disposal collection sites as a use <br /> permitted, by right in all zones, subject to minimum design <br /> standards. <br /> IMPACTS/ISSUES: <br /> Solid waste disposal collection sites are necessary for local <br /> governments or other public agencies responsible for managing <br /> the disposal of solid wastes. The Orange County Department of <br /> Public Works has received approval of a Consolidated Solid <br /> Waste Disposal Plan, which identifies sites for the disposal - <br /> of household solid wastes, to be developed over a period of <br /> time. The County normally negotiates with =operty owners to <br /> lease or purchase sites in the general location specified in <br /> the Consolidated Plan. <br /> A minimum of 40,000 square feet is needed for development of <br /> • collection sites. Where minimum lot sizes are greater than <br /> 40,000 square feet, current regulations require that a larger <br /> area be purchased or leased than is necessary to accommodate <br /> the facility. The proposed amendment seeks to permit solid <br /> waste collection sites in all zones, and require a minimum lot <br /> size of 40,000 square feet in all zoning distrfcts, as well as <br /> other development standards such as fencing and landscaping. <br /> EXISTING ORDINANCE PROVISIONS: <br /> None. <br /> PROPOSED ORDINANCE PROVISIONS: <br /> 4.1 Establishment of Use Regulations <br /> (Uses permitted by right in all districts) <br />
