Subdivision Regulations Text Amendments <br /> lk (1) Section IV-B-7-b Recreation Sites <br /> (Dedication/Payments-in-Lieu Provisions) <br /> Best asked if the Dedication/Payment-in-Lieu <br /> provision is only in the Subdivision Regulations. <br /> Collins responded yes: He continued that there is <br /> an equivalent standard in the Zoning Ordinance but <br /> it is called RSR (recreation space ratio) which is <br /> used for Planned Developments. <br /> Best expressed concern that this would be a <br /> premature effort in unzoned townships, noting that <br /> in the two unzoned townships there would be no way <br /> to protect the sites. Collins responded that he <br /> felt it states a position by which to obtain the <br /> land before development occurs. <br /> Jacobs asked the reason for including minor <br /> subdivisions. Collins responded it is a question of <br /> equity. At the present time, minors in the Joint * <br /> Planning Area are excluded from the payment-in-lieu <br /> provision. Once a subdivision moves from a minor to <br /> a major classification, the developer must make <br /> payment-in-lieu for the lots created by the minor <br /> subdivision. He noted that creates administrative <br /> problems which could be avoided if handled with each <br /> subdivision. <br /> MOTION: Best recommended approval of the amendment noting <br /> that he felt that it is dangerous since the land <br /> purchased would be unprotected particularly in <br /> unzoned townships. He continued that either zoning <br /> or some type of land use protection should be in <br /> place for Little River and Cedar Grove Townships. <br /> Seconded by Pilkey. She agreed that there should be <br /> one standard for the entire County. <br /> Best stated that he felt dedication/payment-in-lieu <br /> using the Master Parks -and Recreation Plan is a good <br /> idea to provide for all the citizens of the County. <br /> Be noted that his only reservation is the fact that <br /> the land purchased is unprotected land. <br /> VOTE: Unanimous. <br />
