• <br /> Green Road, totaling 10.14 acres, from General <br /> Commercial-4 to Existing Commercial-5. <br /> 6j A portion of one parcel on the north side of St. <br /> Mary's Road, totaling approximately one acre, from <br /> Existing Commercial-5 to Agricultural Residential <br /> (AR) . <br /> BACKGROUND: The Eno Township Land Use Plan, adopted 5 July 1988, <br /> made several changes from the plan first adopted in <br /> 1981. These changes included designating the Little <br /> River Watershed as a Water Supply Watershed, because it <br /> serves as a water supply for the City of Durham and <br /> reclassifying a large 'area of central Eno Township from <br /> Rural Residential to Agricultural Residential. <br /> Eno River Sta€e Park and Duke Forest were originally <br /> classified as Public Interest Areas in the 1981 plan. <br /> This was reaffirmed in the Central Orange Area Study, <br /> - which covered a small portion of western Eno Township <br /> and was adopted in 1983, and in the 1988 plan. <br /> One of the policies embodied in the Land Use Element of <br /> • - the Orange County Comprehensive Plan is that commercial <br /> • activity should be confined to activity nodes, <br /> • <br /> generally focused on major intersections. One such node <br /> • in Eno Township adopted in 1981 centered on the <br /> intersection of 1-85 and US70. The 1988 plan rolled <br /> back the node, making 1-85 and U.S.70 its northern <br /> boundary. Three commercial parcels on the north side of <br /> I-85, however are still zoned as though they were <br /> inside an activity node. The proposed rezoning would <br /> change their classification to Existing Commercial-5, <br /> the classification used for commercial property outside <br /> activity nodes. <br /> A portion of one parcel on St. Mary's Road zoned EC-5 <br /> no longer contains a commercial use. Because the site <br /> is not in a node, staff proposes that the .zoning revert <br /> to.the, surrounding residential classification. <br /> RECOMMENDATION: The Planning Staff recommends approval of the rezonings <br /> and their incorporation into the Orange County Zoning <br /> • Atlas. - <br /> The Planning Board will prepare its recommendation at <br /> its meeting of 19 September 1988. The Board of <br /> Commissioners will consider the items for decision on <br /> 3 October 1988. <br />
