C. 27278 <br /> Dear Mr. Stancil: <br /> Re: Your memorandum of January 30, 1989 <br /> We have received notification of a proposal to amend the Orange <br /> County Land Use Plan. The. amendment would involve changing the <br /> designated use of a 24-acre parcel in Eno Township from Rural <br /> Residential to 20-Year Transition. <br /> This parcel is very close to. the Eno River and the Eno River <br /> State Park. In fact, the land proposed for the land use amend- <br /> ment is immediately adjacent to land proposed for acquisition by <br /> the park. The park's Master Plan calls for the development of a <br /> canoe launch and river access point at this location. <br /> High intensity commercial or industrial uses at this location <br /> could be detrimental to the aesthetic and recreational values of <br /> the park. Facilities resulting in excessive noise, polluted <br /> runoff, • smoke, odors, or tall buildings would significantly <br /> reduce public enjoyment of the river and the park. <br /> The County's current Land Use Plan notes that the State "has <br /> designated certain areas along the Eno River for development in <br /> its Master Plan for the Eno [River] State Park. These areas <br /> should be protected from adverse development pressures." In <br /> discussing the activity node at the I-85/U.S. 70 Interchange, the <br /> plan says "the Eno River State Park as well as the floodplain <br /> along the Eno River are located north of the 1-85 interchange at <br /> this node.
