These soils cover a <br /> relatively small portion of the site, mostly <br /> along drainage swales, and are not prohibitive <br /> for development of the site. <br /> A representative of Duke Power Company commented <br /> that lots 11 through 20 may be somewhat limited <br /> since wells and septic tanks are not permitted <br /> within transmission line rights of way. <br /> Orange County Environmental Health made a similar <br /> comment and recommended that lots 1]. through 20 <br /> have the minimum lot size (40,000 square feet) <br /> outside the power line right-of-way to provide <br /> adequate area for placement of a house, a septic <br /> tank dispoesal and repair area, and a well. Other <br /> lots do not have sites with tentative approval <br /> for septic tanks: 13, 24, 27, 28, 42 or 43, and <br /> only 3 lots in the area of 16, 17, 18, and 19. <br /> These lot must be recombined in order to include <br /> approved sites on each lot. All other sites must <br /> also be confirmed. <br /> The NC Department of Transportation will require <br /> 10' x 70' sight triangles to be dedicated at all <br /> intersections and will require entrance design <br /> details to be submitted for review. DOT has also <br /> requested additional right-of-way dedication on <br /> Lawrence Road (SR 1709) because that road is on <br /> the Hillsborough thoroughfare plan. However, the <br /> Road Classification System contained in the Land <br /> Use Element of the Comprehensive Plan for Orange <br /> County does not include Lawrence Road. Old NC 10 <br /> is designated as a collector in the Comprehensive <br /> Plan, so the applicant has indi4cated five feet <br /> of additional right-of-way to be dedicated. <br /> The preliminary plan for Wyngate was sent to the <br /> Duke Forest Resource Manager for review, but no <br /> written comments were received. When the Planning <br /> Staff contacted Judson Edeburn by phone, his only <br /> response was some concern for water quality <br /> downstream in Duke Forest tracts not adjacent to <br /> the proposed subdivision. <br /> The Planning Staff recommends approval of the <br /> preliminary plan for wyngate Subdivision with the <br /> following conditions: <br /> • 1. Indicate a 30' drainage easement along the <br /> • swale between lots 36 and 37/38. <br /> 2. For lots adjacent to the power transmission <br /> lines, provide the minimum lot size (40,000 <br />
