28 <br /> III. THOROUGHFARE PLAN APPROVAL PROCEDURE <br /> This report will be presented to the Durham City Council, the Durham County <br /> Commissioners, the Town of Chapel Town Council, the Town of Carrboro Board of <br /> Aldermen, the Orange County Commissioners, the Chatham County Board of <br /> Commissioners,and the Durham-Chapel Hill-Carrboro Urban Area Transportation Advisory <br /> Committee (TAC) for approval. A series of public hearings will be held by these boards <br /> beginning in March. In order to keep the meetings manageable, assure that there is <br /> ample opportunity for public input, and focus each hearing on concerns on specific areas, <br /> the planning area is divided into four quadrants. If some areas move forward in the <br /> process faster than others, the plans for each quadrant could be adopted separately if <br /> necessary. The four areas are: <br /> (1) SOUTHWEST-This area includes Chapel Hill, Carrboro,southwest Durham, <br /> southern Orange and northern Chatham Counties. <br /> (2) SOUTHEAST - this area encompasses southeast Durham including the <br /> Research Triangle Park and the Raleigh-Durham International Airport Area. <br /> (3) NORTHEAST - This area includes northeast Durham, Treyburn, and the <br /> Little River, Lake Michie, and Falls of the Neuse watershed. <br /> (4) - NORTHWEST - This area encompasses northwest Durham and central <br /> Orange County including the Eno River Park up to the Hillsborough area. <br /> After holding public hearings, each governing body will approve the Thoroughfare Plan <br /> which may incorporate additional changes as a result of the public hearings. Depending <br /> on the comments and perceived problems, adoption by quadrant may be necessary. If <br /> adoption by quadrant is necessary, the study team recommends that this be done in order <br /> as listed above. This is the order of urgency for having an adopted plan to guide <br /> imminent development. The purpose of adopting the plan in segments, if necessary, is <br /> two fold. One reason is a compelling need to have an adopted plan in areas under active <br /> development where we do not currently have one, most notably the I-40 corridor and the <br /> RTP/RDU Airport area. The second reason is to avoid the possibility of having the entire <br /> plan held up by controversy on one proposed facility. It is recognized that adoption of <br /> the plan by quadrant is only possible if the controversial facility or its potential <br /> replacement does not cross quadrant boundaries. <br /> After all segments of the plan are adopted on the local level, and by the Durham-Chapel <br /> Hill-Carrboro Urban Area Transportation Advisory Committee (TAC), the entire plan will <br /> be submitted to the North Carolina Board of Transportation for approval. <br /> 3.1. <br />
