24
through this environmentally sensitive area would not only be detrimental through
pollution, habitat destruction, and lake and stream sedimentation, but would create
pressures for higher intensity development than is possible in watershed areas ( 2 acre
lots), and rezonings would be requested.
Response: This alignment of the Outer Loop was selected to avoid almost all existing
development. An alignment further to the south and west and outside of the water
critical area would pass through existing subdivisions and require taking a significant
number of homes. Environmental concerns were recognized and an attempt was made
to balance the environmental and social concerns. However, the plan is a planning
document and the issues of environmental impacts and mitigation between environmental
and social issues are better addressed in the environmental impact statement that will
be required prior to construction. No revisions are proposed.
1-85 to US-70:
Background: This section of the freeway is considered to be a long range need. It would
include interchanges at I-85, Cheek.Road, NC-98, the Wake County Outer Loop, and US-
70. Much of this alignment passes through Durham County Critical Watershed areas
along the western side of Falls Lake.
. Comments: Only general comments concerning the negative impact of the freeway on the
. watershed for Falls Lake were received on this section.
Response: The alignment was selected to avoid existing residential development in the
area. The alignment is constrained by interchanges with 1-85 on the north-end and the
Northern, Wake Freeway on the south end. An environmental impact statement will be
required to fully assess impacts and create relative balance in fixing the alignment. Staff
from the North Carolina Department of Environmental Management was contacted to get
their reaction to the proposed road. The indication was that an access controlled facility
with limited interchariges would have less detrimental impact on the critical watershed
areas than a road which permitted access and encouraged development along its entire
length. No change in the recommendation is proposed.
ENO DRIVE
Background: Eno Drive is included on the adopted 1964 and 1980 Durham Thoroughfare
Plans in nearly the same alignment as shown on the recommended plan. Minor revisions
to the alignment were made in the northwest quadrant near Rose of Sharon Road
through Croasdaile Farms subdivision and near Sparger Road. In the northeast quadrant
no changes from the adopted alignment are proposed. Eno Drive will interchange with
2.19
