23
entire length of this spur is within the water quality critical area for Little River and Lake
Michie Reservoirs. The potential for pollution of these reservoirs is a serious concern.
Response: Upon additional review, the staff determined that a freeway is not necessary
to meet the projected demand and recommnddc that the concept of the freeway north of
Treyburn be eliminated from the plan. From Orange Factory Road northward, Stagsvdle
Road and Quail Roost Road can be upgraded to accommodate traffic volumes projected
through 2010. South of Orange Factory Road, through the Treyburn development, the
Freeway is recommended.
OUTER LOOP - EASTERN FREEWAY
US 501 to Oxford Highway:
Background: This section of the proposed freeway passes through the Treyburn
development and was included on the approved site plan.
Comments: General comments opposing Treyburn and freeways in general were received
for this section of the freeway.
Response: Current zoning permits significant industrial, office, commercial and residential
development in this quadrant. If the development density permitted under current zoning,
particularly employment, is even partly realized, major road needs will be created. To
include them in this Thoroughfare Plan is to lay the groundwork to have the needs met
in conjunction with the development rather than in reaction to it. The projections
indicate that a freeway will be necessary to handle the traffic demands. The alignment
recommended appears to be the best to both serve the projected needs and minimize
environmental impacts based on the preliminary information available. No revisions are
proposed for this section.
Oxford Highway to I-85:
Background: This section of the Outer Loop would provide access between Treyburn and
1-85 east of Durham. Interchanges would be located at Old Oxford Road, Hamlin Road
east of Red Mill Road, and I-85 at the existing Redwood Road interchange.
Comments: Several citizens are concerned with the environmental impact of this section
of freeway. In addition, the North Carolina Chapter of the Sierra Club has pointed out
that: the proposed alignment of the freeway traverses the water quality critical area of
the Falls Lake; it crosses wildlife mitigation lands set up when the lake was created; it
crosses the Eno River near the Red Mill Road crossing. They state that a freeway
2.18
