No building permit shall be issued until the required landscaping 41 <br /> plan has been submitted and approved, and no certificate of occupancy <br /> shall be issued until the landscaping is completed as certified by <br /> an on-site' inspection by the Zoning Officer, unless a performance <br /> bond or other acceptable guarantee of improvements has been posted. <br /> Where site plan approval, by the Board of Adjustment is required,$neiaher aobuild -eo• or <br /> building Perrmmit teri nor a <br /> certificate of occupancy shall be issued until such approval has <br /> been granted. In the event that there are conflicting requirements <br /> within this Article, the more restrictive shall, apply. If any of <br /> the requirements contained in this Article are applicable to a <br /> Special Use (See Section 12.13) , the requirements must be included <br /> in the site plan as required i.n Section 8.8.a. or on an attached <br /> Landscape Plan. <br /> 12.4 Street Frontage Landscaping Reouirements <br /> On the'site of a building or structure or open lot use providing an <br /> off-street parking, loading or other vehicular use are, where such <br /> area will not be entirely screened visually from any point of view <br /> by an intervening building or structure, landscaping shall be required <br /> along any property boundary that abuts the right-of-way•of a street, . <br /> road or- highway. Such landscaping shall be provided as follows: <br /> a. A landscaping area of ten (10) feet in depth shall be <br /> located between the abutting right-of-way and any off-street <br /> parking, loading or other vehicular use area, except where <br /> permitted driveway openings are to be provided. <br /> • b. The landscaping area shall be planted in accordance with <br /> the following standards: <br /> 1. One (1) tree shall be planted for each forty (40) <br /> linear feet of the landscaping area. <br /> 2. A hedge or other durable landscape material of at <br /> least three (3) feet in height shall be planted or <br /> erected within the landscaping area so as to provide <br /> a continuous landscape barrier. Walls may also be <br /> used where, in the opinion of the Zoning- Officer, the <br /> proposed type 1 the of aa_,l, material. and the proposed design <br /> would be in compliance with the intent of this subsection. <br /> ' A combination of hedge, other durable landscape material, <br /> or approved wall may be utilized to form the continuous <br /> landscape barrier. <br /> 3.
