12 <br /> 4. A proposed street is designated as an <br /> arterial or collector street on an <br /> approved Thoroughfare Plan for a <br /> municipality or in the Orange County <br /> Comprehensive Plan. <br /> (The proposed road is neither an arterial nor <br /> a collector; however, Dodsons Crossroads [SR <br /> 1102] is a collector.) <br /> Provided, however, private roads may be <br /> allowed in a subdivision where, in the <br /> judgment of the Planning Board and with the <br /> approval of the Board of County Commissioners, <br /> it is found that the nature and location of <br /> the subdivision are such that a private road <br /> is justified. <br /> (The road is located just outside the Rural <br /> Buffer in Bingham Township. This area is <br /> considered to be rural; however, residential <br /> development along Dodsons Crossroads has <br /> increased during the last three years. Most <br /> other subdivision roads in the area are <br /> private and unpaved, including Sunnyfield, <br /> Pickards Mountain, Western Park, Covered <br /> Bridge, Five Forks, and Twin Streams. ) <br /> In determining whether to permit private roads <br /> in subdivisions, the following design features <br /> will be considered: <br /> 1. The location and design of the <br /> subdivision is such that it clearly <br /> preserves the rural character of the <br /> County through: <br /> a. The provision of lot sizes and <br /> building setback lines greater than <br /> required by ordinance provisions; <br /> (Building setbacks of 50' and 30'are proposed. <br /> All of the lots which access the private road <br /> • are larger than the 0.92-acre minimum size <br /> required. The smallest lots exceed the <br /> minimum by 0.19 acre. The other six lots are <br /> much more than twice the required lot size.) <br />
