Preliminary Plats (91 Lots) M <br /> (1) Section One - Nichols Ridge <br /> (5 Lots - Little River Township) <br /> Presentation by Eddie Kirk. <br /> The property is located in Little River Township <br /> on NC 57, 0.4 miles south of the intersection with <br /> Holly Ridge Road (SR 1524). The tract is unzoned <br /> and listed as Agricultural-Residential in the Land <br /> Use Plan. Adjacent land uses include undeveloped <br /> wooded land and four (4) tracts larger than 10 <br /> acres to the north and west. <br /> The total acreage of the tract is 10.21 acres. <br /> Five lots are proposed with the average lot size <br /> being 2.04 acres. All lots will be served by the <br /> interior subdivision road (Nichols Ridge Court) . <br /> This road is proposed to be public and constructed <br /> to state standards. The current estimated traffic <br /> count for this portion of NC 57 is 1800 trips per <br /> day. <br /> All applicable agencies have reviewed the <br /> preliminary plan and commented as necessary. The <br /> Health Department has approved all five lots for <br /> septic tanks. NCDOT indicated a need for a note <br /> on the plat indicating that Lots 1 and 5 must <br /> access Nichols Ridge Court. This note has been <br /> added to the plan. The cul-de-sac must also be <br /> designed to meet NCDOT curve radius standards. <br /> The Orange County Soil and Water Conservation <br /> staff has indicated the soils at this location are <br /> Herndon and Georgeville. Both have moderate <br /> limitation for building site development and <br /> septic tank absorption fields. It was noted that <br /> Orange and Lignum soils were close to the site, <br /> both have severe limitations. <br /> The Planning Staff recommends approval of the <br /> preliminary plan for Section One Nichols Ridge <br /> with the following condition: <br /> • <br /> 3 <br /> ' 1. Redesign the cul-de-sac to meet NCDOT <br /> standards. <br /> Jacobs asked about the problem NCDOT had with the <br /> design of the cul-de-sac. Kirk responded that the <br /> radius requirements shown on the right-of-way did <br /> not meet NCDOT standards. <br /> The applicant, Wayne Walker, stated that the cul- <br /> de-sac will be changed on the final plat. <br /> Jacobs pointed out that the road was required to <br /> be public since it will access an arterial street. <br /> MOTION: Best moved approval with the condition as <br /> recommended by the Planning Staff. Seconded by <br /> Pilkey. <br /> VOTE: Unanimous. <br />
