15 <br /> Pilkey asked where the entrance for Phase 2 was <br /> located. Crudup indicated the location on the <br /> vicinity map and stated the distance between the <br /> two entrances would be 900 to 1000 feet. <br /> Eidenier asked what was the problem with the <br /> drainage easements. Crudup indicated that the <br /> Health Department and Erosion Control had <br /> determined that the topography shown on the <br /> preliminary plan did not match existing field <br /> conditions. As a result, the drainage easements <br /> shown were not located properly on the plan. <br /> These would be adjusted when lot lines are <br /> surveyed in the field following preliminary <br /> approval. <br /> MOTION: Yuhasz moved approval with the four conditions <br /> as recommended by the Planning Staff and a fifth <br /> condition to require that the strip on the north <br /> side of the right-of-way for the entrance road be <br /> combined with lot 16. <br /> VOTE: 5 in favor. <br /> 2 opposed (Best & Jacobs - both indicated the <br /> desire to delay decision to inquire about loop <br /> road design) . <br /> After the vote, Jacobs asked Staff to contact <br /> NCDOT regarding loop road design guidelines. <br />
