10 53 12 T 17 14
soils are located along the perennial stream which
forms the northern boundary of the subdivision.
Most will be protected by the required stream
buffer where structures and septic tanks are not
permitted.
Orange County Erosion Control and Orange County
Environmental Health have commented that the
drainage easements indicated on lots 4 and 7
should be shifted to more accurately reflect
existing topography.
The Planning Staff recommends approval of the
preliminary plan for Sykes Glen, Phase 3 with
public roads built to NCDOT standards and the
following conditions:
1. Add to note #4 that septic tanks and wells are
also prohibited in the stream buffer.
2. Re-align the entrance road to provide a 90
degree intersection with SR 1117.
3. Dedicate 10' x 70' sight triangles at all
intersections.
4. Adjust the 30' drainage easements shown on
lots 4 and 7 to follow existing swales.
Crudup described where and when phases 1 and 2 had
been developed. She indicated there was no
additional land owned by the developers for any
future phases.
Best asked if there had been any consideration
given to connecting the two proposed cul-de-sacs
into a loop road. Crudup responded that neither
the Staff nor DOT had recommended a loop. There
was some discussion about the physical
characteristics of the site and safety concernsowa
whether those conditions would prevent connecting
the cul-de-sacs.
Yuhasz asked the purpose of the two-foot strip of
land to be left between the entrance road right-
of-way and the adjacent property owner. Crudup
responded that the entrance will be re-aligned and
the remaining area would restrict access to the
road for the subdivision residents only, not
adjacent property owners. She added that the left
over strip should be combined with lot 16, since
the ordinance would prohibit creating a "split
lot" situation by connecting the strip with a land
hook to lot 1 across the road.
