Most will be <br /> protected by the required stream buffer where <br /> structures and septic tanks are not permitted. <br /> Orange County Erosion Control and Orange County <br /> Environmental Health have commented that the drainage <br /> easements indicated on lots 4 and 7 should be shifted <br /> to more accurately reflect existing topography. <br /> On April 17, the Planning Board reviewed the <br /> preliminary plan for Sykes Glen, Phase 3, and <br /> recommended approval with public roads built to NCDOT <br /> standards and the following conditions: <br /> 1. Add to note #4 that septic tanks and wells are <br /> also prohibited in the stream buffer. <br /> 2. Re-align the entrance road to provide a 90 <br /> degree intersection with SR 1117. <br /> 3. Dedicate 10' x 70' sight triangles at all <br /> intersections. <br /> 4. Adjust the 30' drainage easements shown on lots <br /> 4 and 7 to follow existing swales. <br /> 5. When the entrance road is re-aligned, combine <br /> the resultant strip of land on the north side of <br /> the new right-of-way with lot 16. <br /> RECOMMENDATION: The Administration recommends approval of the <br /> preliminary plan as recommended by the Planning Board, <br /> with the addition of the following condition: <br /> 6. Delete the plat note stating "A 2' strip will <br /> be left between the Road R/W and Property of <br /> Jonathon Sykes. " <br /> COMMENT: The Sykes property is located on the <br /> northeast corner of Oak Grove Church Road and Salene <br /> Drive. The provision for a 2'strip would in effect <br /> prevent access onto Salene Drive. Although the Sykes <br /> lot does have adequate frontage on Oak Grove Church <br /> Road, there is no public purpose to be gained by an <br /> explicit provision for restricted access to Oak Grove <br /> Church Road. The location of Salene Drive was <br /> slightly altered, however, to provide for a 90 degree <br /> intersection with Oak Grove Church Road. This creates <br /> a narrow wege of intervening property between the <br /> Sykes parcel and Salene Drive. The wedge is proposed <br /> to be part of lot 16. Thus the Sykes property does <br />
