4 <br /> Federal-Aid Secondary routes include major State-maintained <br /> roads outside of the Town limits. <br /> Federal-Aid Urban funds can be used to improve major roads <br /> within the municipality which are not included on the regular <br /> Federal-Aid system. <br /> TSM projects are usually smaller in scope and involve limited <br /> improvements that have a significant effect on traffic flow and <br /> efficiency. <br /> BICYCLE PROGRAM <br /> Also included is a listing of bikeways projects proposed for <br /> State funding. These projects are consistant with the Bikeways <br /> Plan included in the proposed Town Transportation Report and <br /> reflect discussions with local bicycling groups. Requests for <br /> bikeways improvements along roadways already scheduled for <br /> upgrading, listed as incidential projects, are necessary to ensure <br /> that additional funds are made available when the road <br /> improvements are funded. <br /> The State has agreed to fund bikeway improvements along <br /> Weaver Dairy Road, from Airport Road to Erwin Road and to <br /> construct a bike path along the Bolin Creek greenway. This <br /> bikepath would be adjacent to the proposed greenway, extending <br /> from Airport Road to Plant Road along Bolin Creek. <br /> PUBLIC TRANSPORTATION <br /> In order to receive federal Urban Mass Transportation <br /> Administration (UMTA) funding Chapel Hill must submit its annual <br /> transit element to the Durham-Chapel Hill-Carrboro Transportation <br /> Advisory Committee for approval. The approval of the Town's <br /> annual element by the TAC must preceed the submission of any grant <br /> applications to UMTA. This transit element is a companion to the <br /> thoroughfare priority listing. <br /> UMTA has established new deadlines for submitting TIP <br /> material for review prior to grant funding. This new schedule has <br /> required an accelerated process by the Town to review and approve <br /> its annual element in order to submit grant applications by July <br /> 1, 1989. <br /> This annual element includes all transit planning activities, <br /> capital purchases and the operating budget for the 1989-90 fiscal <br /> year, which we expect to be included in the Manager's Recommended <br /> Budget. <br /> Negotiations are currently in progress with the Town of <br /> Carborro and the University of North Carolina regarding service <br /> levels for the coming year. Although we expect that there will be <br /> some modifications to their service for next year these changes <br />
