18 <br /> 11. The Sponsor has full responsibility for assuring the completed Project <br /> meets the requirements of the Department and appropriate federal funding <br /> agencies. The Sponsor further certifies that all local, state, and federal <br /> requirements for the conduct of this Project shall be met. <br /> 12. It is the policy of the Department not to award contracts to <br /> contractors who have been removed-from the Department's list of <br /> pre-qualified bidders'without subsequent reinstatement. Therefore, no State <br /> funds will be provided for any work performed by a contractor(s) or <br /> sub-contractors) which had been removed from the Department's list of <br /> pre-qualified bidders without subsequent reinstatement as of the date of the <br /> signing of the construction contract.
