This public hearing is being held to <br /> consider five items relating to the Orange County/Chapel Hill/Carrboro Joint, Planning Land <br /> I E Plan. Th'e Joint Planning Area is located north and west of the Chapel Hill/Carrboro <br /> corporate limits, and the Joint Land se Plan requires public hearing before the Orange <br /> County Board of Commissioners, the Chapel Hill Town Council, the Carrboro Town Council and <br /> the Orange County Planning Board. <br /> The:items to be considered at this public hearing are summarized below.. Your property <br /> has been identified as being within ,5,t2Q•feet of me of the areas al shown below. <br /> JOINT PLANNING AREA LAND USE PLAN AMENDMENTS <br /> There are three proposed amendments to the Joint Planning Land Mae Plan. Amendments <br /> to the Land Use Plan do not automatically change the zoning of property, but do open <br /> the door for different zones to be requested and applied in the future. <br /> 1. A proposal has been received by Envirotek, Inc. of Raleigh N.C. to redesignate 424.4 <br /> acres of land located in Chapel Hill Township on the western half of the Interstate 40 • <br /> interchange with New Hope Church Road (please see site #1 on attached map). This <br /> proposal would create a new Commercial Transition Activity Node on 159 acres of land, <br /> and would also change the land use designation on 265 acres to Agricultural- <br /> Residential. Currently, the Joint Land Use Plan classifies both these areas as Rural <br /> Buffer. The proposed amendment would permit zoning changes that could allow non- <br /> residential land uses and higher residential densities. Currently, the Rural Buffer , <br /> designation allows only residential uses with a minimum lot size of two acres, and <br /> certain non-residential uses. <br /> 2. A proposal has been received by Cazwell, Inc. to redesignate 1.45 acres of land in <br /> Chapel Hill Township on the Durham/Orange County line, located on the east side of <br /> Kerley Road (please see site #2 on attached map). This land is a small part of the <br /> tract that now contains the 24-acre Montvale subdivision - which has an average lot <br /> size of 30,000 square feet and lies mainly in Durham County. The portion of the <br /> subdivision in Durham County has'sewer service from the City of Durham. This amendment <br /> would redesignate the 1.45 acres in Orange County to Ten Year Transition from its <br /> current designation of Rural Buffer. Under the current Rural Buffer designation, lots <br /> must be at least two acres in size. The Ten Year Transition designation that is <br /> proposed would allow the portion in Orange County to be consistent with that in Durham <br /> County. <br /> 3. The Town of Carrboro has requested that the Joint Land Use Plan be amended to delete a <br /> 400-foot buffer located between the 'Carrboro Transition Area II', as defined in the <br /> Plan, and the Blackwood Division of Duke Forest (please see site #3,4 on attached ' <br /> map). Currently, this strip of land is designated and zoned as Rural Buffer. The Town <br /> of Carrboro is requesting that the 400-foot buffer be removed and that the land be <br /> redesignated as 'Carrboro Transition Area II", consistent with the adjacent land to <br /> • <br />
