85 <br /> • <br /> Maintaining the concept and reality of the Rural Buffer must <br /> • <br /> • <br /> be a paramount consideration; the Rural Buffer is the <br /> foundation upon which most of the planning in southern Orange <br /> County is built. It is possible, however, to entertain this <br /> request for a Land Use Plan amendment without compromising <br /> the Rural Buffer for the following reasons: <br /> 1) This property is on the outer edge of the buffer; <br /> 2) The property (in Orange County) is small, and is a small <br /> fraction of a large parcel that straddles the county <br /> line. <br /> 3) The proposal is consistent with the plan for the <br /> adjoining area in Durham County; and <br /> 4) The circumstances of this case are such that, if the <br /> request were granted, there would be no physical <br /> intrusion into the Rural Buffer. • <br /> Given this scenario, approval of the Plan amendment is <br /> recommended with the recommendation that a policy analysis be <br /> undertaken to determine the procedure for future such <br /> matters. <br /> • <br /> 12 <br />
