There is no physical <br /> factor, however, that would prohibit the extension of <br /> sewer across the Orange County line. This subdivision has not <br /> been annexed by the City of Durham, so the Orange County <br /> portion would receive public safety and fire service from the <br /> Orange County Sheriff's Department and Eno Volunteer Fire <br /> Department, which might create service response time <br /> inequities. Then again, however, there are no development <br /> plans for the Orange County portion, and thus, no expanded <br /> need for services beyond those that exist. <br /> Transportation System <br /> Located in areas that have very good road access, as well as <br /> service by rail lines. These areas should have the most <br /> complete transportation network in the County's planning <br /> jurisdiction. <br /> QUESTIONABLE. This area is served by the collector street of <br /> Montvale Drive, as well as Kerley Road. Neither of these are <br /> major thoroughfares, but the access into the Durham County <br /> road system via Cornwallis Road makes the transportation <br /> system adequate for the residential land use. Taken in <br /> context, the transportation requirements for 1.45 acres of <br /> undeveloped land are not great. <br /> Eneray Use <br /> Located within less than a 5-minute commuting <br /> time from small-scale commercial uses and a 5-10 minute <br /> commute to major commercial uses or an urban area. <br /> COMPLIES. This site is located within five minutes of the <br /> Durham urbanized area, in particular the Durham commercial <br /> node at Erwin Road and Mount Sinai Road. It is also within 10 <br /> minutes of major commercial uses along U.S. 15/501 in Durham. <br /> The site will in the future become even closer to such uses <br /> as the Durham Urban area expands into this vicinity. <br /> Existing Lad MAW <br /> Located in areas which are in transition from rural or low- <br /> density uses to urban or higher density uses. <br /> COMPLIES. When considered with the land use pattern in this <br /> part of Orange County, the land use does not appear to be in <br /> a state of transition. However, considered as part of the <br /> Durham Urban Growth boundary, this area is unquestionably <br /> located in an area of residential and commercial transition <br /> to urban densities as it becomes part of the 166,000-person <br /> Durham Urban Area. It should be noted that the portion of <br /> this tract proposed for amendment in Orange County is in fact <br /> small sections of rear and side yards for three platted <br /> Durham County lots. The 1.45 acres in Orange County would not <br /> be sufficient to meet setbacks for additional development - <br /> even if the Transition Area designation were applied. <br /> 6 <br />
