Article 20.3.2 also requires the submission of the <br /> following additional information: <br /> a. A fully dimensioned map at a scale of not less <br /> than one hundred (100) feet to the inch <br /> showing the land which would be covered by the <br /> proposed Comprehensive Plan amendment, and a <br /> legal description of the land; <br /> The applicant has submitted this information. <br /> b. The manner in which the proposed <br /> . amendment will carry out the intent and <br /> purpose of the adopted Comprehensive Plan. <br /> The applicant cites the importance of <br /> applying consistent zoning on the Orange <br /> County portion of this tract. Applicant <br /> further asserts that the Rural Buffer <br /> designation is inappropriate on a parcel of <br /> land that is served by the City of Durham <br /> sewer system, as is the case here. <br /> This tract is, for all practical purposes, a <br /> Durham County subdivision. In a real sense, <br /> the subdivision as built is not a true <br /> transition area - since the average lot size <br /> is 30,000 square feet. However, due to the <br /> fact that current Orange County designations <br /> do not recognize an interim category between <br /> Rural Buffer, Rural Residential and Ten Year <br /> Transition, this type of request is the only <br /> one that would give the applicant consistency <br /> for lot sizes within the subdivision. This <br /> consistency would carry out the true intent <br /> and purpose of the Jo}nt Plannina, Area Land <br /> Use Plan. <br /> CONSARISON WITH LOCATION STANDARDS <br /> In an analysis of a Comprehensive Plan amendment, <br /> the requested designation is evaluated for compatibility with <br /> the applicable Locational Criteria in Section 3.4 of the Land <br /> Use Element of the Comprehensive Plan. In the table below, <br /> COMPLIES means that the area being evaluated is compatible <br /> with the locational criterion. DOES NOT COMPLY means that it <br /> 4 . <br />
