75 APPLICATION REOUIREMSRTS Application requirements for an amendment to the Orange County Comprehensive Plan are contained in Articles 2 and 20 of the Orange County Zoning Ordinance. Although this proposed amendment is to the Joint Planning Area Land Use Plan, it falls within the Rural Buffer area in which Orange County Zoning and Plan Regulations are enforced. Listed below are the application requirements, with analysis of information supplied by the applicant (shown in bold) . 1. Article 2.2.14 states the reasons for which the Comprehensive Plan may be amended. a. Because of changed or changing conditions in a particular area or areas of the County; The applicant has cited the changing nature of the Erwin Road area and adjacent land in Durham County as one reason for amending the Comprehensive Plan. The land use pattern across the Durham County line is significantly different from that in Orange. This is largely due to an urban development pattern found in • Durham and the fact that the adjacent land in • Durham County falls within the City of Durham Urban Growth Boundary. b. To correct an error or omission in the Comprehensive Plan; No error or omission in the Comprehensive Plan has been cited. c. In response to a change in policies., objectives, principles or standards governing the physical development of the County. Bo change in policies, objectives, principles or standards has been cited by the applicant. As a practical matter however, the proposed redesignation to Ten Year Transition will technically alter the policy of not allowing land use classes that could involve utility • service in the Rural Buffer. 2.
