75 <br /> APPLICATION REOUIREMSRTS <br /> Application requirements for an amendment to the Orange <br /> County Comprehensive Plan are contained in Articles 2 and 20 <br /> of the Orange County Zoning Ordinance. Although this <br /> proposed amendment is to the Joint Planning Area Land Use <br /> Plan, it falls within the Rural Buffer area in which Orange <br /> County Zoning and Plan Regulations are enforced. Listed <br /> below are the application requirements, with analysis of <br /> information supplied by the applicant (shown in bold) . <br /> 1. Article 2.2.14 states the reasons for which the <br /> Comprehensive Plan may be amended. <br /> a. Because of changed or changing conditions in a <br /> particular area or areas of the County; <br /> The applicant has cited the changing nature of <br /> the Erwin Road area and adjacent land in <br /> Durham County as one reason for amending the <br /> Comprehensive Plan. The land use pattern <br /> across the Durham County line is significantly <br /> different from that in Orange. This is largely <br /> due to an urban development pattern found in <br /> • Durham and the fact that the adjacent land in <br /> • Durham County falls within the City of Durham <br /> Urban Growth Boundary. <br /> b. To correct an error or omission in the <br /> Comprehensive Plan; <br /> No error or omission in the Comprehensive Plan <br /> has been cited. <br /> c. In response to a change in policies., <br /> objectives, principles or standards governing <br /> the physical development of the County. <br /> Bo change in policies, objectives, principles <br /> or standards has been cited by the applicant. <br /> As a practical matter however, the proposed <br /> redesignation to Ten Year Transition will <br /> technically alter the policy of not allowing <br /> land use classes that could involve utility <br /> • service in the Rural Buffer. <br /> 2. Article 2.2.14.2 differentiates between principal <br /> and secondary amendments. <br /> Principal amendments include: <br /> a. Additions to or modifications of policies, <br /> objectives, principles or standards; <br /> 2 . <br />
