This site is in the <br /> upper reaches of the New Hope Creek basin, and extension of <br /> lines would require OWASA to reverse its stated position and <br /> extend services over three miles to the north of their <br /> current service boundaries. Property developed at the <br /> densities this plan designation could permit would also <br /> impact the New Hope Volunteer Fire Department and.the Orange <br /> County Sheriff's Department significantly. Effective service <br /> for any major development by centralized current facilities <br /> would be difficult. <br /> TRANSPORTATION SYSTEM. (Focused on the intersection of <br /> arterial and/or collector highways and extending 0.5 miles <br /> beyond such intersections or within one mile of an interstate <br /> interchange) . <br /> COMPLIES. This site has excellent access, as it is <br /> located at an interstate interchange and thereby complies <br /> with this requirement. Furthermore, New Hope Church Road is <br /> shown as a collector road on the Land Use Element of the <br /> Orange County Comprehensive Plan. <br /> ENERGY USE. (Located less than 10-minutes commuting time ,from <br /> an urban area) . <br /> COMPLIES. The site is located five minutes away from the <br /> Chapel Hill urban area, and approximately eight minutes from <br /> the major urban area at the US 15/501/1-40 interchange in <br /> Durham County. It is also five minutes from the Hillsborough <br /> urban area. <br /> EXISTING LAND USE. (Located within identified Ten or Twenty <br /> Year Transition Areas) . <br /> DOES az COMPLY. There is no such designated Transition <br /> area in this vicinity. This site lies between the transition <br /> areas for Chapel Hill and Hillsborough. The site is located <br /> within the Rural Buffer, which is designed to preserve rural <br /> character and prevent the Chapel Hill and Hillsborough Urban <br /> Areas from growing together. <br /> AGRICULTURE AHD FORESTRY. (Located away from areas where <br /> development would have a detrimental impact on productive <br /> agricultural uses and managed forest land) . <br /> DOES, mit CO ru, Thera are agricultural uses in this <br /> vicinity at present, and on the southernmost boundary of the <br /> site lies the Duke Forest, Blackwood Division with its <br /> managed forest land. Both of these uses are in close <br /> proximity to the site, and would likely be impacted by <br /> development on the proposed activity node that is adjacent. <br /> POPULATION DENSITY. (Located in areas with moderate to high <br /> population density) . <br /> pOES NOT COMPLY. The area surrounding the 1-40/thew Hope <br /> 6 <br />
