Article 2.2.14.2 differentiates between principal <br /> and secondary amendments. <br /> Principal amendments include: <br /> a. Additions to or modifications of policies, <br /> objectives, principles or standards; <br /> The applicant states here that "Ho change in <br /> policies has been made in the initial plan <br /> this request is based on changing conditions <br /> only." <br /> The proposed change to the Joint Planning Land <br /> Use Plan, however, would appear to represent a <br /> significant deviation from the expressed <br /> objectives and policies contained in the Plan. <br /> The JPA Plan states on page 52 that "Rural <br /> lands currently existing between the Chapel <br /> Hill/Carrboro Urban Area and Hillsborough <br /> (rural buffer) should be preserved". Page 57 <br /> of the document further asserts that "The <br /> Rural Buffer is land adjacent to urban and/or <br /> transition areas which is rural in character <br /> and should remain rural, contain very low <br /> density residential uses, and not require <br /> urban services during the plan period". <br /> Similar language is contained on page 71 and <br /> at other points throughout the Plan. <br /> b. The creation of new activity nodes or <br /> additions to existing activity nodes which <br /> exceed ten (10) acres in land area; or <br /> This request would create a new activity node <br /> at the New Hope Church Road and Interstate 40 <br /> • interchange.
