40 <br /> APPLICATION REQUIREMENTS, <br /> Application requirements for an amendment to the Orange <br /> County Comprehensive Plan are contained in Articles 2 and 20 <br /> of the Orange County Zoning Ordinance. Although this <br /> proposed amendment is to the Joint Planning Area Land Use <br /> Platen•, it falls within the Rural Buffer area in which Orange <br /> County Zoning and Plan Regulations are in effect. Listed <br /> below are the application requirements, with analysis of <br /> information supplied by the applicant (shown in bold) . <br /> 1. Article 2.2.14 states the reasons for which the <br /> Comprehensive Plan may be amended. <br /> a. Because of changed or changing conditions in a <br /> particular area or areas of the County; <br /> The applicant cites the completion of the <br /> Interstate 40 corridor as "probably the single <br /> major change in the county that would make <br /> this proposed plan change necessary." <br /> Applicant further states that "the increased <br /> number of single-family residences on two-acre <br /> lots will give a need for service facilities <br /> that are locally available without driving <br /> great distances." These changing conditions <br /> cited appear to apply to the proposed <br /> Commercial Transition Activity Node only. <br /> It should be noted here that the Interstate 40 <br /> corridor completion was foreseen by the Joint <br /> Planning Area Land Use Plan. Planning by <br /> Orange County, Chapel Sill and Carrboro was <br /> cognizant of this fact, and the Joint Land Use <br /> , Plan actually is formulated with the <br /> into the <br /> 40 factor or inc <br /> a rated in <br /> to 4 a <br /> Interstate <br /> body of the plan. Growth and changing <br /> conditions resulting from the completion <br /> of I- <br /> 40 were anticipated in the Joint Planning Area <br /> Land Use Plan. In the Plan, the Interstate is <br /> referred to as a 'growth shaper' , and the plan <br /> states that "the combination of 1-40 at our <br /> doorstep and job growth in the ATP is a <br /> powerful one. We can expect intense pressure <br /> for development in the 1-40 corridor, <br /> particularly at interchanges". <br /> b. To correct an error or omission in the <br /> Comprehensive Plan; <br /> No error or omission in the Comprehensive Plan <br /> has been cited. <br /> 2 <br />
