r <br /> LOCAL <br /> a) County and municipal governments should regulate the conversion of rental units to <br /> condominiums. <br /> STATE <br /> a) The General Assembly should revise income tax laws which unfairly burden those with <br /> the lowest incomes. <br /> b) The General Assembly should repeal the sales tax on food and medicine. <br /> c) The General Assembly should eliminate the ceiling on the amount of sales tax paid on <br /> any one item. <br /> d) The General Assembly should lower the limit on interest rates and other charges for <br /> credit card loans and other loans. <br /> e) The General Assembly should s enabling legislation to permit local regulation of <br /> conversion of rental units to condominiums. <br /> f) The General Assembly should repeal laws allowing utility companies to bill their <br /> customers for construction work in progress (CWIP). <br /> FEDERAL <br /> a) The federal government should reduce military spending, in part through better <br /> management. <br /> b) Congress should extend tax reform measures, giving special attention to the elimination of <br /> remaining loopholes for the wealthy. <br /> c) Congress should expand the wage base subject to Social Security and bring all government <br /> employees, government officials, and military personnel into the system. <br /> d) The federal government should revise the indexing formula for entitlement programs to <br /> reflect more accurately the burden of inflation. <br /> e) Federal agricultural programs should be directed to the protection of the family farm, <br /> particularly by setting an upper limit on aid available to any single farm or farmer. <br /> VIII. SCIENCE AND TECHNOLOGY <br /> The Orange County Democratic Party recognizes the importance of the development and <br /> peaceful uses of outer space and supports continuation of the civilian space program <br /> mdependent of the military. We support peaceful cooperation among nations to explore and <br /> preserve the polar regions and the seas. <br /> FEDERAL <br /> a) Congress should implement the recommendations of the National Commission on Space <br /> which outline the goals for the National Aeronautics and Space Administration (NASA) over <br /> the next 50 years. <br /> b) Since the Strategic Defense Initiative ("Star Wars") as proposed is cpensive, inadequate, <br /> and counterproductive to its stated goal of p moting peace, the federal government should <br /> eliminate all-portions that go beyond surveilll promoting <br /> c) The United States should seek and abide by international agreements to outlaw use of <br /> outer space for weapons purposes. <br /> d) The United States should support renewal of current provisions of the Antarctic Treaty. <br /> e) The United States should ratify the Law of the Sea Treaty. <br /> 7 <br />
