in all local health facilities in the.state to ensure that everyone who chooses to do so can be <br /> tested. <br /> FEDERAL <br /> a) The federal government should assure provision of decent public housing for those who <br /> are in circumstances where private housing is beyond their means. <br /> b) The federal government should assure provision of decent, affordable, and accessible <br /> health care for those who need it through Medicare, Medicaid, and other programs. <br /> c) The federal government should provide the funding necessary to support Medicare and <br /> Medicaid benefits in full for those who need them. <br /> d) The federal government should provide a catastrophic health insurance policy for all <br /> citizens. <br /> e) The federal government should increase funding for AIDS research and improve the <br /> national AIDS education program to include all options for protection against AIDS infection. <br /> f) Congress should ban the use of involuntary lie detector tests, and involuntary tests for <br /> HIV antibodies as an unwarranted invasion of privacy and an infringement of civil liberties. <br /> VI. POLITICAL SYSTEM <br /> The Orange County Democratic believes that the political process on all levels should <br /> be fair, equitable, honest, and open to all. <br /> LOCAL <br /> a) The County Commissioners and municipal governing bodies should publicize openings on <br /> local boards and commissions, acknowledge applications, and advise applicants how long <br /> applications will be kept on file. <br /> b) The Orange County Board of Elections should maintain a large pool of special registration <br /> commissioners. <br /> c) All elected officials, and appointed officials in high policy-making positions, should be <br /> required to disclose annually property or business holdings and sources of income which <br /> may significantly affect their judgment in office. <br /> STATE <br /> a) The General Assembly should eliminate second primaries in contests where the leading <br /> candidate receives at least 40% of the first primary vote and has a vote total at least 5% <br /> greater than that of the nearest opponent. <br /> b) The General Assembly should revise state bribery laws so that public officials will know <br /> precisely what conduct is prohibited. Officials should be required to report immediately to <br /> law enforcement officers any contact which could be construed as a bribe attempt. <br /> FJiUERAL <br /> a) Government officials should not prevent the free exchange of information relating to the <br /> activities of government, except as absolutely necessary and dearly spelled out in law. <br /> VII. ECONOMY <br /> The Orange County Democratic Party believes that our economic system should reward <br /> initiative, impose an equitable tax burden, assist the disadvantaged in improving their economic <br /> standing, make efforts to stem the tide of "feminization of poverty,'' protect all Americans from <br /> the ravages of inflation, and strive for a balanced budget. We support the concept of equal pay <br /> for jobs of comparable worth. We call for elimination of gender bias in Social Security benefits, <br /> pensions, and insurance rates and benefits. <br /> 6 <br />
