i) County Commissioners should locate a site in northern Orange County for an industrial <br /> environment l rezone it with protective measures to accommodate site needs while meeting <br /> )Oranety Coun�Commissioners Orange County establishment and Durham,transportation within <br /> Research Triangle Park. g Raleigh, <br /> County and municipal authorities should work together to produce and implement <br /> rational thoroughfare plans that keep pace with area growth. <br /> 1) County and municipal authorities should encourage construction of low and moderate <br /> income owner-occupied and rental housing. <br /> III. ENVIRONMENT <br /> The Orange County Democratic Party supports policies which guarantee clean water, clean <br /> air, and other elements of a safe and attractive environment. We expect our elected officials to <br /> ensure that industrial, commercial, agricultural, and residential development does not lower the <br /> j quality of the environment. We support research by public and private institutions into the <br /> , causes and cures of pollution. <br /> LOCAL <br /> a) County and municipal governments should identify and preserve natural, open spaces for <br /> scenic, educational, and recreational pleasure. <br /> b) County and municipal governments should set aside natural habitats for the protection of <br /> wildlife and plant life. <br /> STATE <br /> a) State officials should protect our land preserves, waterways, seashores, and wetlands from <br /> the ill effects of pollution, dumping, inappropriate development, mineral extraction, and <br /> dredging operations. <br /> b) State government should establish a comprehensive program, with adequate regulatory <br /> authority, for dealing with all aspects of hazardous waste. <br /> c) The state leg�'slature should repeal the "handcuff" laws (Hardison Amendments: G.S <br /> 143-215.107(f); G.S. 130-166.21D(b); and G.S. 143-215(c)) which prevent state environmental <br /> regulations from being more comprehensive or restrictive than the federal EPA standards. <br /> FEDERAL <br /> a) The federal government should act on the problems of acid rain and contamination of the <br /> seas by toxic and nuclear wastes. Our representatives to the United Nations should urge <br /> action on these problems by that body. <br /> b) The federal government should provide financial support for alternative energy sources <br /> such as active and passive solar energy, energy conservation, load management for electrical <br /> power consumption, and basic research into energy problems. <br /> c) Congress should repeal the Price-Anderson law limiting liability on nuclear power <br /> accidents. <br /> d) The federal emergency planning zone around operating nuclear power plants should be <br /> extended from the present 10- to a 25-mile radius. Emergency plans should provide an early <br /> warning system for towns and counties, adequate radiation monitoring, and evacuation <br /> planning for residents within the designated area and in those municipalities falling in whole <br /> or in part within the 25-mile zone. The cost of emergency planning should be paid by the <br /> utility company involved. <br /> e) The federal government should work toward an orderly phase-out and shut down of all <br /> nuclear power plants, starting with the most costly and hazardous ones, and their <br /> 3 <br />
