These <br /> improvements should include physical facilities; better training for correctional employees; <br /> higher pay coupled with higher qualification standards to attract workers to the corrections <br /> field; increased funding for educational and vocational programs for prisoner rehabilitation; <br /> and conjugal visits. The state should assure the same quality of fadlides and training <br /> opportunities for male and female prisoners. <br /> FEDERAL <br /> a) The federal government should strengthen and stringently enforce the Voting Rights Act. <br /> b) An Equal Rights Amendment should be added to the Constitution. <br /> c) Congress should pass legislation giving the immigration status of "extended voluntary <br /> departure" to undocumented Salvadoran and Guatemalan workers, thus preventing their <br /> deportation. <br /> d) The administration should enforce compliance with affirmative action and equal <br /> opportunity programs, and withhold all funding from institutions not completely in <br /> compliance. <br /> e) The federal government should ensure that the civil rights of prisoners are respected and <br /> that prisoners are treated humanely. <br /> f) Congress should oppose further cuts or restrictions on legal service programs and should <br /> restore funding to the level required to provide services to those who need them. <br /> g) The President should issue an executive order barring discrimination against lesbians and <br /> gay men. <br /> IL PLANNING, DEVELOPMENT AND GROWTH <br /> The Orange Coun Democratic Party supports municipal, county, regional, ands to �2Y <br /> planning to meet the cenge of population growth and economic development in the coming <br /> years while maintaining the unique q�iality of life in Orange County. We support balanced and <br /> appropriate economic growth to provide jobs and an increased tax base. <br /> • LOCAL <br /> tv a) County and municipal governments should adhere strictly to land use plans in approving <br /> tt development projects to assure minimum disruption of existing neighborhoods. <br /> b) County and municipal governments should provide for adequate water supplies and <br /> protection of those watersheds. <br /> c) County and municipal governments should continue a use-value tax structure to preserve <br /> • agricultural use of land. <br /> d) County officials should promote purchase of development rights as a way of encouraging <br /> agricultural� p ursuits. <br /> e) County officials should act to protect natural resources and historic sites within Orange <br /> County. <br /> 0 County officials should continue to support the Orange County Planning staff's proposals <br /> -7 to control development along the 1-40 mute. <br /> g) County and municipal officials should provide adequate recreational facilities, including <br /> fpublic parks, greenways, and bikeways, and require developers to provide recreational <br /> acilities in conjunction with new projects. <br /> h) County Commissioners should facilitate the construction of new and reliable types of on- <br /> site sewer systems in areas of the county where conventional sewer systems are not practical. <br /> 2• <br />
