The property may <br /> housing, and this is a good reason for higher-density zoning. <br /> However, zoning for higher density .now may be premature. A later <br /> rezoning would remain an option for the future. <br /> On balance, we believe the characteristics of the site that make <br /> it suitable for multi-family housing and the Land Use Plan <br /> designation weigh in favor of rezoning to R-4. <br /> Recommendations, <br /> Planning Board Recommendation: On March 1, 1988, the Planning <br /> Board considered the proposed Joint Planning Transition Area re- <br /> zoning in accordance with the Joint Planning Agreement (JPA) . <br /> The Planning Board's. recommendation differs from the Manager's <br /> recommendation in the following areas (refer to attached maps) : <br /> Area North of Homestead Road and West of Airport Road: The Plan- <br /> ning Board recommended that the area north of Homestead Road, <br /> west of Airport Road, and east of the railroad tracks (excluding <br /> the Northwood neighborhood) be designated as R-1. The Planning <br /> Board discussed the idea of including Residential-2 along the <br /> west side of Airport Road. However, the Board voted to recommend • <br /> the R-1 designation in this area. <br /> The Board recommended approval of Resolution B. The vote was <br /> 5-4. <br /> • <br /> Manager's Recommendation:, We recommend that the Council adopt <br /> Resolution A recommending that Orange County zone the Transition <br /> Area as identified on the attached map. This differs from the <br /> Planning Board's recommendation in four ways. Resolution A in- <br /> cludes the Residential-2 zoning designation for the area north of <br /> . Homestead Road, west of Airport Road and east of the railroad . <br /> tracks (excluding the Northwood neighborhood) . We also recommend <br /> that properties north of Weaver Dairy Road be zoned R-2. <br /> We believe these areas are appropriate for R-2 zoning. These <br /> areas are identified on the Land Use Plan as a mix of low and <br /> medium density residential uses. We recommend the assignment of <br /> R-2 zoning as a bridge between these low and medium density <br /> designations on the Land Use Plan. The higher density R-2 <br /> designation will help to encourage more affordable housing and <br /> facilitate the use of public transit. <br /> • <br /> • <br />
