Taylor, Town Manager <br /> SUBJECT: Proposed Joint Planning Transition Area Rezoning - <br /> Request for a Zoning Atlas Amendment <br /> DATE: August 22, 1988 <br /> The attached Resolution A recommends that Orange County rezone <br /> the Joint Planning Transition Area from Orange County zoning <br /> designations to Chapel Hill zoning designations as identified on <br /> the attached map. Resolution B is the Planning Board recommenda- <br /> tion. <br /> Background <br /> On July 11, the Council considered the zoning for the Joint Plan- <br /> ning Transition Area. A motion to approve zoning for this area <br /> failed by a 3-3 vote. <br /> A copy of the July 11 memorandum is attached. <br /> Issues <br /> Area North of Weaver Dairy Road: The zoning of the area north of <br /> Weaver Dairy Road and east of Sunrise Road was discussed. The <br /> Planning Board recommends R-1 zoning in this area and the Manager <br /> recommends the R-2 designation. The Manager recommends the high- <br /> er density zone in an effort to promote more affordable housing. <br /> While the 10,000 square foot lots of R-2 would not necessarily <br /> produce affordable housing, we think that the 17,000 square foot <br /> lots of R-1 would probably preclude it. <br /> Potential Landfill: The zoning of the Greene tract, which is <br /> identified on the Land Use Plan as a • "potential landfill , <br /> pending further study", was discussed on July 11. The <br /> recommendation of the Planning Board and the Manager was R-1. <br /> Landfills are a permitted use only in the Rural Transition (RT) <br /> zone and only with a Special Use Permit. <br />
