, <br /> 139 <br /> CHAPEL HILL PLANNING STAFF REPORT <br /> SUBJECT: Transition Area Zoning <br /> DATE: April 6, 1989 <br /> This report discusses zoning for a parcel in the Chapel Hill <br /> Transition Area of the Orange county/Chapel Hill/Carrboro <br /> Joint Planning Area. <br /> The parcel is identified as Chapel Hill Township Tax Map <br /> #24-17A. It is approximately 169 acres in size, located <br /> south of Eubanks Road. It has been referred to as the <br /> "Greene" property. <br /> Please refer to the attached map. <br /> Background <br /> This property was purchased jointly by Orange County, Chapel <br /> Hill, and Carrboro for possible use as a sanitary landfill. <br /> In November, 1987, a Joint Planning Area Land Use Plan was <br /> adopted. That plan shows areas surrounding Chapel Hill and <br /> Carrboro as "Transition Areas." According to the terms of <br /> the adopted Joint Planning Agreement, zoning for transition <br /> areas shall be recommended by the municipalities, and <br /> reflected on the Orange County Zoning Atlas. Once <br /> properties in the transition areas carry municipal zoning, <br /> administration of zoning g regulations becomes the <br /> responsibility of the municipalities. This property is the <br /> Chapel Hill portion of the transition area. <br /> On June 30, 1988, a Joint Public Hearing was held to <br /> consider municipal recommendations for zoning in transition <br /> areas. The zoning designation advertised and discussed for <br /> this parcel at that hearing was Residentiall (R1) . In <br /> Chapel Hill's Development Ordinance, the R-1 zone is a <br /> low-density residential zone, intended to provide for <br /> residential development of appropriate intensities consonant <br /> with the suitability of land, availability of public <br /> services, accessibility to major activity centers and <br /> transportation systems, and compatibility with surrounding <br /> development. Permitted uses are residential dwellings, <br /> child day care facilities, churches, schools, and public use <br /> and cultural facilities. Group care facilities are <br /> permitted with a Special Use Permit. The minimum lot size <br /> is 17,000 square feet. <br /> 4' <br />
