The 400 foot Rural Buffer buffer in question <br /> has the same commuting distance characteristics as does the remainder of <br /> Carrboro Transition Area II directly adjacent to it it is within 5 minutes of <br /> Interstate 40 and the current commercial uses and expected future mixed office <br /> and commercial uses associated with the.I-40/Eubanks Road interchange. In <br /> addition, this area is within 10 minutes of the Chapel Hill/Carrboro urban center. <br /> 8. EXISTING LAND USE, LAND USE DESIGNATIONS, AND ZONING: In the area south <br /> of Eubanks Road,Duke Forest land adjacent to the 400 foot Rural Buffer buffer has <br /> been extensively logged. It is in the Joint Planning Rural Buffer,and is zoned <br /> Public Interest District --a proposal is being considered to change this to a Public <br /> Interest District II designation. Land to the south,east,and west of the 400 foot <br /> strip in this area is developed at relatively low densities or is undeveloped. It is <br /> in the Joint Planning Transition Area II,and is zoned Carrboro R-R,which requires <br /> an acre of land per dwelling unit. <br /> North of Eubanks Road to the east and west of Old NC 86 the Duke Forest property <br /> remains undeveloped and unlogged. These areas are proposed to receive the PID- <br /> I designation,which would allow residential development at a density of one unit <br /> per 11.5 acres, but development is not expected over the next twenty years. <br /> Lands to the south of the 400 foot Rural Buffer buffer in this area are developed <br /> at a variety of densities, from One unit per acre to undeveloped. They are in the <br /> joint Planning Transition Area II,and is zoned Carrboro R-R, which requires an <br /> acre of land per dwelling unit.. <br /> The original intent of the 400 foot Rural Buffer buffer in this area was to protect <br /> Duke Forest properties from the human traffic associated with suburban densities <br /> of the Transition Area. This is of less concern now as regards the portion of Duke <br /> Forest in question, below Eubanks Road,because of the current County proposal to <br /> rezone that portion of Duke to the new PID-I I designation. The new designation <br /> would permit single family housing at a density of one unit per five acres on the <br /> Duke Forest property <br /> 9. AGRICULTURE AND FORESTRY: South of Eubanks Road the Duke Forest property <br /> adjacent to the 400 foot Rural Buffer buffer has been logged as part of Duke <br /> University's forestry research. It and the other Duke Forest properties on the <br /> north side of Eubanks Road in this area have been used for forestry research for <br /> many years. Duke Forest lands to the north of Eubanks Road and on the east and <br /> west sides of Old NC 86 have not been logged,and are currently in forestry . <br /> research use. The lands adjacent to the 400 Rural Buffer buffer on the south are <br /> not now in agricultural or silvicultural use,however lands further south in the <br /> Transition Area are currently in agricultural use. <br /> 10. POPULATION DENSITY: The County criterion for eligibility for Transition Area <br /> designation is that the property in question should be located in an area with <br /> • 7 <br /> • <br />
