. l <br /> 109 <br /> Soils of the Iredell-Enon association, located generally north of Eubanks Road in - <br /> the vicinity of Meadow Flats,are characterized by including a range of slopes:in <br /> the case of Meadow Flats,the soils are nearly level,however on the west side of <br /> Old NC 86 in the vicinity of Bald Mountain slopes are steeper. The Enon soils <br /> associated with Bald Mountain are well drained, with loam at the surface and clay <br /> loam subsoils. The Iredell soils associated with Meadow Flats are quite poorly <br /> drained,with loam at the surface and clay subsoils. The poor drainage and basic <br /> pH of the soils in this area are what support the unusual wetland vegetative <br /> community at Meadow Flats. Both the Iredell and Enon soils are severely limited <br /> in their ability to support septic tanks. They pose severe limitations for urban <br /> development because of their clayey subsoils,their wetness,and their low <br /> strengths. Areas included in the Rural Buffer buffer in these soils will likely not <br /> support a septic tank,and therefore would likely remain undevelopable unless <br /> water and sewer is extended to them. <br /> 5. PUBLIC SERVICES,/UTILITIES:, The 400 foot strip in question lies immediately <br /> adjacent to the Carrboro Transition Area II which is expected to be served by <br /> OWASA water and sewer service within the next ten to twenty years. Changing <br /> the land use designation of the 400 foot strip from Rural Buffer to Transition Area <br /> II would permit the extension of water and sewer service into the 400 foot strip - <br /> - it is expected that water and sewer service will be available to the remainder of <br /> the properties in question. The soils in the area pose moderate to severe <br /> limitations on the use of septic tanks because of the clayey characteristics of the <br /> subsoils,as described in section 4. above. Duke Power service is available in this <br /> area,as is Public Service Gas. The area in question is on the service boundary for <br /> fire service, between Carrboro's jurisdiction which ends approximately one- <br /> . quarter of a mile north of Brittan Road on Old 86, and the Orange Grove volunteer <br /> fire department and the New Hope volunteer fire department. <br /> 6. TRANSPORTATION SYSTEM: The County criterion for eligibility for Transition <br /> Area designation is that the property in question should have very good road <br /> access,as well as service by rail lines. The 135 acre area included in the 400 foot <br /> Rural Buffer buffer between Duke Forest and the Carrboro Transition Area II has <br /> the same access to the current and planned future transportation networks as do <br /> the remainder of the properties on which it is located. Changing the designation of <br /> this 135 acres from Rural Buffer to Transition Area II will mean an increase in the <br /> matmum development potential of approximately 61 units --the current Rural <br /> Buffer designation permits 74 dwelling units (1 dwelling unit per 80,000 square <br /> feet of land), and the Transition Area II designation, when rezoned,would permit <br /> 135 dwelling units (1 dwelling unit per 43,560 square feet of land). <br /> 7. ENERGY USE: -The County criterion for eligibility for Transition Area designation <br /> is that the property in question should be located within a five minute commuting <br /> time from small scale commercial uses and a 5 to 10 minute commute to major <br /> 6 <br />
