L 107 <br /> ANALYSIS: The Joint Planning Area Land Use Plan sets up an analysis framework <br /> for any plan amendment request in the Joint Planning Transition Areas. The <br /> particulars and effects of each request are to be evaluated against the following <br /> natural and locational criteria: <br /> 1. LAND SLOPE <br /> 2. HYDROLOGY • <br /> 3. FLORA AND FAUNA <br /> 4. SOIL CONDITIONS <br /> 5. PUBLIC SERVICES/FACILITIES <br /> 6. TRANSPORTATION SYSTEM <br /> 7. ENERGY USE <br /> 8. EXISTING LAND USE <br /> 9. AGRICULTURE AND FORESTRY <br /> 10.POPULATION DENSITY <br /> 11.HISTORIC AND CULTURAL RESOURCES <br /> 1. SLOPE: The 135 acre area in question, consisting of a 400 foot strip of land <br /> between the Duke Forest boundary and the Carrboro Transition Area II is very <br /> gently sloping land,in slopes approximately 0 to 5 percent to the east of Old NC <br /> 86;and is moderately sloping,between 0 and 10 percent to the west of Old NC 86. <br /> Land slopes in the 400 foot Rural Buffer buffer are generally the same as those <br /> the of <br /> the lands located in the Transition Area to the south. The steeper slopes to <br /> west of Old NC 86 are associated with the southernmost flank of Bald Mountain. <br /> 2. HYDROLOGY: The land is located in the Bolin Creek basin. The western portions <br /> drain into the upper reaches of Bolin Creek and the Jones Branch of Bolin Creek, <br /> and the southern and eastern portions drain into an unnamed tributary to Bolin <br /> Creek. There is no regulatory floodplain in this area. Carrboro's ordinance calls <br /> for at least a 15 foot stream buffer to be preserved in its natural state on either <br /> side of the portions of the Jones Branch and the unnamed tributary which pass <br /> through the 400 foot strip of land in question. The County ordinances do not <br /> require that such a stream buffer be preserved. <br /> 3. FLORA AND FAUNA: The County criterion for eligibility for Transition Area <br /> designation is that the property in question should be located away from sites that <br /> would,if developed,create a threat to unique or endangered species. For analysis <br /> of this criterion,the 400 foot Rural Buffer buffer can be thought of as two distinct <br /> areas,one south of Eubanks Road,and one north of Eubanks Road on either side of <br /> Old NC 86. <br /> South of Eubanks Road: No endangered species have been located on the portions <br /> of the 400 foot Rural Buffer buffer or on the adjacent Duke Forest tract south of <br /> Eubanks Road,either by the State or by the Triangle Land Conservancy's <br /> Inventory of the Natural e._ and Wi dlife H.b'tats of Or. + :e Coup ,North <br /> 4 <br />
