This indicates that <br /> public water/sewer extensions are being encouraged <br /> into urban areas and also their transition areas as <br /> they are identified in the Land Use Plan. Outside <br /> of those transition areas, extension of water and <br /> sewer will be permitted to serve only two basic <br /> situations; for a public facility such as a school <br /> and to remedy a public health emergency such as a <br /> subdivision with failing septic systems and/or <br /> wells. If either of those situations are located in <br /> the Rural Buffer of the Joint Planning Area or they <br /> are located in a Water Quality Critical Area, the <br /> extensions would be sized to serve the particular <br /> situation, not additional development. Outside the <br /> Rural Buffer and outside the WQCA, the lines can be <br /> sized according to the utility policies of the <br /> utility provider. The control kept in the policy <br /> for this is if the line goes in, tap-ons can be made <br /> but development must occur at densities that prevail <br /> according to the Land Use Plan and zoning <br /> designations. <br /> Goal 2 addresses sewage disposal and the most <br /> critical subsection of this goal is Alternative <br /> Systems Policies. General reference has been made <br /> to local, state and federal regulations without <br /> trying to identify them. Thus, alternative systems <br /> will be considered as a means of sewage disposal <br /> only in certain situations: (1) the land is <br /> unsuitable for conventional on-site sewage disposal <br /> and is not served by public sewer; (2) we are trying <br /> to accomplish through clustering, certain open space <br /> or recreational goals. An alternative system would <br /> be beneficial in the sense that it would create a <br /> lot of open space. Such systems would only be <br /> permitted after the approval of a Special Use Permit <br /> in a zoned township or a preliminary subdivision <br /> • plat in an unzoned township. The desire is not to <br /> rely on Homeowners' Associations to maintain such <br /> facilities. <br /> The County Manager wants to recognize that there are <br /> other alternatives to individual systems such as a <br /> community alternative wastewater treatment system; <br /> whether it is a spray irrigation system or a low- <br /> pressure system or even another type system. The <br /> desire is for the Health Department to be able to <br /> tell citizens with unsuitable soils for an <br /> individual septic system that there are some <br /> possible alternative solutions to his problem. <br /> Jacobs noted that part of the problem had been <br /> contradictory statements between this policy and the <br /> Land Use Plan.
