GOAL 2 - SEWAGE DISPOSAL <br /> Assist in providing adequate and appropriate sewage disposal <br /> facilities for current and future residents. <br /> A. General Policies <br /> 1. Sewage disposal needs should be met in a manner <br /> consistent with the land use plans and growth <br /> management policies of Orange County, <br /> municipalities within the county, and surrounding <br /> jurisdictions; watershed protection policies; and <br /> environmental protection policies. <br /> 2. The type of sewage disposal facilities appropriate <br /> for an area should be identified as a function of <br /> the magnitude of present and future demand; the <br /> distribution of users; the present and potential <br /> availability of public utility services; and the <br /> capacity of the natural environment to absorb the <br /> impact. The determination of appropriate types of <br /> sewage disposal facilities in the County should be <br /> made in close cooperation with utility service <br /> providers, both public and private, and with <br /> municipalities. <br /> 3. On-site disposal should be encouraged in low- <br /> density and rural areas where soil conditions are <br /> acceptable. The County should establish a public <br /> education program to inform home and property <br /> owners of issues, concerns, and operation and <br /> maintenance needs associated with on-site sewage <br /> disposal systems. <br /> 4. Wastewater disposal shall be accomplished, and <br /> discharge shall be treated in compliance with all <br /> applicable local, State, and Federal laws and <br /> regulations. <br /> B. Alternative Systems Policies <br /> 1. The elimination of administrative and informational <br /> barriers to the use of safe, sanitary alternative <br /> wastewater treatment systems within the County <br /> should be encouraged. The adequate long-term <br /> operation of such system must be assured. <br /> 2. Alternative wastewater treatment systems include: <br /> a. Discharge systems such as package treatment <br /> plants which discharge into a natural water <br /> course and do not depend on the soil for <br /> treatment. <br /> b. Non-discharge systems which are used where <br /> -4- <br />
