These studies should include a health risk <br /> assessment for the facility and ash disposal site, and <br /> should address the institutidhal issues as described above. <br /> 1 • <br /> o A more detailed evaluation of a potential regional <br /> compost/landfill facility approximately 1200 tons per day in <br /> size at a location within the study area. The study should • <br /> parallel the other work being performed. <br /> o An assessment of participation in a much larger regional <br /> waste-to-energy project involving Wake County and the City <br /> of Raleigh. This study would address the sharing of costs <br /> and responsibilities for the project, site location, and the <br /> need for transfer station facilities. <br /> o An evaluation of mechanisms by which a regional solid waste <br /> management program can be brought about. This would include <br /> consideration of a lead jurigAiction, creation of a special <br /> authority with the power to issue bonds for project <br /> financing . the use of an existing state agency or <br /> authority with this capability. <br /> o An evaluation of waste stream control mechanisms (the legal <br /> ability of the jurisdictions to direct all public and <br /> private refuse haulers to deliver wastes collected within <br /> their geographical territory to a specific solid waste <br /> ES - 15 <br /> 1 <br />
